Am I to assume you have zero experience with building websites?

I'd start with planning how you want it to look like and what's going to be on it, writing it down is good. Once you have a good vision of what you want the page to be like you can start coding it. Hope it works out well for you

I agree with AnalyticLunatic, W3Schools is one of the best sites out there. It is useful even now as a reference as to what works in which browser. Just start at the beginning of their HTML tutorial, work through it and the CSS one. Also, YouTube has lots of beginner tutorials which can be more helpful than simple text on the screen. Make sure you use W3 Schools' "Try it yourself" sections, they come with sample code and are invaluable for fiddling with the code to see what works and what doesn't
http://www.html.net/tutorials/css/ is also good for a crash course, so you understand what your learning.
The other thing I suggest is to decide what it will look like first, and keep it simple. Start with something basic: A title, banner, navigation bar and text. Once you understand that, you can add bits on later.
As a side note, you can always use a template. For example, --> http://www.freecsstemplates.org/
A Google search will turn up lots of free template sites, all you have to do is write your own info instead of their sample text and upload you images. If your allowed to do it, that's the best way to do it if the goal is the website and not the info you can get along the way.
