Because everyone hired gets the same "IT" hat. I spend nearly half my time on internal Help Desk calls like replacing printer ink or helping people with their Excel spread sheets. I also had other projects to work on. I only spent about 6-7 hours actually programming.

It may have technically cost more, but it's a sunk cost. Unless that employee could have been doing something else significantly more valuable that he missed out on, you still "save" money because you'd be paying him anyway. Also, the gains you get are maintainability and customizability. With a vendor package, you don't necessarily get that, so you've already gained extra value.
