[UEP12]

I'm looking for a programmer/website developer but first need to know what skills to look for - I only am familiar with html. The concept involves taking in data from the user and sending a response based on a set of (changing) conditions. On the backend, an administrator should be able to create a list of users who are meeting these conditions, and then filter and edit these lists. My feeling is that it's pretty straight forward, I'm just looking for the skill sets required.

Depending on the database type.. mysql experience (or just plain ol' TSQL), php, css, and html.
