I love that quote. Incidentally, if you take it seriously you'll find an interesting implication: that a program runs correctly is not sufficient to establish that the code is correct.
That is, bad style is a bug, and should be treated as one.

& furthermore 'working' code is relative to the standards of the author.

Or to the standards of the project. And of course, that is always true: you should always have something to tell you when your code is working correctly.
