This has nothing to do with PHP programming. Moved to WebServers & Hosting.
Pick a domain register, follow their instructions for registering the domain, & if you purchase web hosting/database hosting, you would use their tools for uploading the database.
These are questions you would ask their customer service.

You need to choose a web host. All web hosts offer the capability of registering domain names, thus you can choose the easy route and register with a web host. If you choose to do this ensure that your host has a positive reputation to ensure that they will release the domain to you upon leaving the company (without a due balance).
As an alternate you can choose to register the domain with an accredited ICANN registrar such as enom, namecheap, godaddy, etc. This way you will always have full control over the domain and can use any web host you wish to host the actual site content. Choosing this method, you will need to update the ip the domain points to when you choose/change your hosting services.
Either way you will need a web host to put up the site content.

If you're just starting out and you want to learn php, ftp, cpanel, wordpress, etc. and you don't have any money to invest in a good host try a free one. I've had an account with 000host for almost a year, and so far, I haven't had a single problem with them. They don't even put ads on your site. It's the freemium business model where they give you something free and charge for a souped up version for more serious web developers. If you really want to launch a website with minimal skill level you'd probably want a CMS like WordPress, which is also good for intermediate to expert. It's a free platform powered by the good open source community, just like Apache and php. There are alternatives. You could try http://www.weebly.com, but they put small ads on your site. My personal favorite happens to be blue host because I only have to pay $3.95 a month and they have a helpful domain name recommendation program.

If you want to register domain name get registered from any one of the online providers.
I will recommend a site if you want you can rely on them, check this site thewebpole.com .

If you need a bigger choice, look for web hosting forums. There are a few hosting reviews sites as well that you could use to pick a hosting company that best will fit your needs.
