My question is summed up in the title. I have a C# program that's connected with R - is it possible to save it in such a package so that anyone can run it, even if they don't have R installed on their computers?

Do you mean R, the statistical dataset based language? I'm not really sure how you "connect" through that... It's not like SQL server, I thought more like SAS. I'd probably do some research into R interoperability, or even directly accessing the R dataset formats.

Alternately, he can take time to treat R as a domain specific language and have it run within a .NET environment. Of course, that means investing more time into your project.

Personally, every deployment dependency I can get rid off is more than worth it because it's one less thing to worry about if I ever have to worry about "DLL Hell". (Yes, .NET's versioning solution supposedly takes care of "DLL Hell", but it's also a source of headaches as well. Have you ever wondered why .NET 2.0 has that weird version number (v2.0.50272) instead of being some nice round number? And also why the number was not incremented to higher numbers when SP1 and SP2 came out?)
