That is a submit button. If you wish to submit a form, then this button needs to be within a form element whose action is set to the php page.

If you just want a button then don't use a submit-button, and use the buttons onclick event, and Javascript, to change the locations' href.

Alternatively, you can use an a-link, using HTML/CSS to make it behave like a button.
