Would any of you have any idea where to find a PCB designer? I need someone who will make them within my specifications for a prototype project I'm working on.

Does the PCB here stands for Process Control Block as in Operating Systems?
And as a note, a think you are in the wrong forum, should be in post a job. But dont worry, mods will move it for you

No, I am referring to "Printed Circuit Board". I need to create a board with components such as flash storage, wifi support, and display support. I am looking for someone, or another website meant for finding these people or services, to create one for me given my specifications. Thanks!

So do you have a schematic and want a board designed? Or do you want someone that can do the complete design?

I have dimensions and requirements for the board, but implementing it would be left up to the designer. It's not incredibly complex for a seasoned designer I would guess, but I simply do not have the time to study PCB design and assembly myself.
Thanks modi, but arduino carries along with it too many extra features that I do not want, and dimensions that I do not want. I'll need a custom board made. Also, I wouldn't want to print the board with a DIY printer; I feel that doing so could create problems due to my personal inexperience.
