can i use the internet by removing the rubber coating of the ofc through other ofc .does the tamper lead to unequal distribution of the network

If you're referring to copper cabling and tampering someone elses connection, you can, but if that's what you're trying to do you will not find an answer to questions of that nature here.

If you're talking a private line, then any branch would lead to quality loss, and equality is a tossup for multiple variables of which you've given us no details.
