Typically they are two sides of the same coin. To develop software that takes planning, coordination, knowledge gathering, testing, etc... *and* actually writing the code. The programming is taking all that documentation, and planning, and then putting fingers to the keyboard to make it a reality.
Oh and moving this to the 'software dev' corner and not just c++.
