How would i be able to make a website such as this one? in html code like with the Administrator or for example DIC++ how would i be able to add that? and i am good at html and java.

If you have to ask, you're not ready to attempt something of this scale.
Learn one of: PHP, Rails, ASP.
Realize that this type of project takes years and several coders to accomplish, with one person it would be borderline impossible to make from scratch.

In addition to knowing HTML you would also have to learn PHP, Javascript and CSS. This site also has some custom built components tied into Invision Power Board (IPB) I believe.
That should be where you get started.
