bootstrap resizing

Hi, i've little problem with a bottstrap template that have made for socety with i work, when i resize the windows under 1024px the tag HTML resizing under viewport scale.
if window are 980px the html tag have size 700px, and have a gap from border right viewport. Have try with media query but if give it a size 100% don't change nothing. someone can halp me?
