I think if you have to ask then you're not in a position to really make it. Drawing designs can be a little tricky. Vibrating them is something entirely different.

I'd imagine the first place to start would be with virtual simulation; creating an anatomically correct representation of the iPhone and manipulating it in the same way a vibration would. After that, you try to mimic it programmatically.
