How does one find a programmer to help build a new Web based Project Management application? I know there must be tons of PMP types out there who know SQL and ASP.net and have built these systems before and I can avoid the learning curve of re inventing the wheel. Any ideas?

There's always the portfolio route... and then bone up on what a CMS does and ask various questions to the applicant about said process.

Though this does seem to indicate you are reinventing a wheel in light of existing CMS systems being in the same wheel house.

Why would you create a new CMS from scratch? That's usually a lot of wasted effort. Base your system off an existing and decent open-source solution.
