Actually, lower is better. From MSDN:

The control with an index value of zero is at the top of the z-order, and higher numbers are closer to the bottom.

I see they're careful to refer to z-order, rather than z-index; would have been helpful, though, if they had followed the z-index stack

Let me highly recommend that you abandon learning C# and WinForms, and move over to learning C# and WPF. WinForms will be around for a while, but WPF is the direction that Microsoft seems to be headed for.

Totally agree with this one. WPF has many advantages over WinForms. A little bit of a learning curve though.
