question I have a problem with the webstarts webbuilder program-coding

I have been using the webstarts program for a week to help manage my website to promote the program I made in Visual basic 2010. As I'm taking a class next year trying to familiar with programs and coding. Any suggests what to put on the website. I want to put a Terms of Conditions that pops up when you first enter the website. What the pop up will do is it will make you agree to the terms of conditions before accessing the website. This is where the problem comes in I have been trying this code out and I know it works for forms But I dont know why it doesnt work for this site ? am I using it wrong I put it under the html. Paste area (webbuilder) Thanks help would be greatly appreciated heres the code.
