I seem to remember that ClickOnce handles framework dependencies. It won't do the install for you, but it will send you to get the framework.
At least...that's what I remember. I haven't dealt with that in a long time. I've done internal software development mostly.

Hmm.. never tried to have it 'install of a cd'.. mostly deploy to network drive or site and off we go.
