If you can afford one, look into buying one. It makes digital art substantially more fluid. Easier, I can't say, it does take some work to get used to.
Also, look into various tutorials on Deviantart about proportions, drawing people, and perhaps buy a few books on the subject. Color theory would also not go amiss.
I would avoid drop shadow or any layer effects like that plague right now.

why avoid drop shadow I like them... its like a security blanket...
making my crap drawings look nicer...
