I am thinking to create a free website builder in which people can signup and create their own free website such as (xxx.domain.com). So, what is a good site builder to install on the server for the people to create their own websites for free.

If you have to ask you're probably not ready for something like that. First question is finding out if your provider allows resells or people to sign up under you like that.

There is no one site builder is the best for creating a website as any previously developed site builders lacks somewhere else in web development but you have to go behind that by creating a unique site builder which will be obviously better than others but not 100% perfect as day-to-day new things are going to update to make web development more user friendly.

Just use your brilliant ideas to create it more beneficial to anyone to use and understand by providing greater functionality.
