What are some good application programming languages for development on the phone? I have seen many sites that says C#, Java, C++ are some good ones. If see C# a good one, then is it legal do build libraries on them like Xamarin but have it on your own platform and use them to create applications and need permission to do it, or not? I am just confused on that if I can do it or not.

If you are developing for iOS (iphones and ipad) you will need to learn Objective-C. If you are developing for Android you will be using Java. If you are developing for Windows phone, you will be using a .NET language like C# or VB.NET.
Depends on the platform on which language you are using. I have listed the ones for each platform.
P.S. You can also build mobile web apps using things like HTML5, but these are not native to the device. If you want to get into an app store and create authentic native apps, you will need those languages I mention above.

What if I created my own OS and everything else like Apple, then what can I do? I was thinking that way, I need a lot of really good people to help me create a good company. So, then I can get any language I want even, if I want to have C# as my programming language and have web languages in there too?
