Im wondering if anybody knows of a learning resource where you are given a filled out UML diagram to make a program out of. Like is there a tutorial that works this way somewhere to get a better handle on making classes and why things are done the way they are? Im in the semi-beginning stages of learning C# and I really feel like that would help me out?

If you have the money the shell out, Rational Rose is the best in breed for applications that can round trip from UML to code and back again. So you can edit either the UML diagrams or the code and things just work.
If you don't need the full round tripping. I've heard that the diagramming in VS2010 and VS2012 Ultimate is pretty good. But then again, you need to shell out the cash to get VS Ultimate, but at least the price point is dramatically lower than Rational Rose.

There is also Microsoft Visio.
