IDE and tool for writing php code

Hi,
I am new for ph.
Now I use vi editot to write the php code and put in to httpd server in linux .
I put the php file in /var/www/html and use IE to browse the file .
then I check the error file in /var/log/httpd/ in linux .

Is there any IDe(win) or Tools(win) so that I can write php code and browse it easily and debug easily ??
Please advice ...
