I am new to ASP.NET MVC, and developing an online Recruitment system website in ASP.NET MVC4. How much changes we will require in that, to use it on mobile phones? Any special features are there for it in MVC4?

No more changes than creating a web site with any other technology. If you're good with CSS you can make use of CSS3 media queries to make the website display in specific ways for specific screen sizes. Do some research on responsive web design. Here's a site with links to some tutorials on responsive web design.
