When saving a Flash cs4 fla file the as3 stop command no longer works

Cannot get the stop as3 instruction to work on Flash CS4 once the it has been saved. I have tried saving the file in a project but it doesn't help. When the flash file is created the 'stop' works, however as soon as the file as been saved the 'stop' no longer functions. Any help would be greatly appreciated.
