Have the Computer Read the Text or "Speak"

Hi,

I would like to know how to make the computer read the text.

For example, in the standard "Hello World!" program. I want to have the computer read / speak the words "Hello World!".

Not easy with free software. Most speech-related stuff of any quality is heavily protected afaics

Yes, I've been doing some research on it. I just wanted to make a small program for my son that would read the instructions and maybe some other parts to him.
