Helpdesk webdesign language

Sorry for the obscure title, I'm looking at setting up a helpdesk for our project team, we have a corporate thick client that really doesn't suit our purposes, it's too big and too slow.

So i've got the db(MSSQL) done but now i'm wondering whats the best way to set up the web front end. HTML and css or like asp? Obviously it's not going to be amaziballs cause i'll be going from scratch but i'm just looking for a good direction to go down?

HTML and CSS are really just for front-end display. To do backend development, you will really need a server-side language.

html/css/asp.net/php/js.. sure yeah.. pick one and go. If you are a .NET shop then I would lean on ASP.NET.. if not flip a coin. I mean it's all webpages in the end, right?
