BBC guy posted on Google Support Forum asking where to start looking.
Site has billions of backlinks.
Is anyone safe if Google are going after sites like the BBC?

Safe from what? What's the implication? That the BBC is above reproach on spamming links? Riiiiiight.
This all seems like a storm in a teacup.. no on really cares.. even then it was only one page that was affected.
So one page on the BBC had unnatural links. Because of that, Google took action on that one individual article. Google did not take action against the rest of the BBC web site.cite

Looking into the details here, what happened was that we found unnatural links to an individual article, and took a granular action based on that. This is not negatively affecting the rest of your website on a whole.

Natalie Booth, head of search at theEword, said: "The fact that Google took four days to respond to this created an opportunity for others to speculate on the issue, but in the end the explanation seems relatively straightforward. It also paints unnatural link notifications in a whole new light, as it appears quick action can help to save your site from penalties."

Google's going ridiculous in its spam fighting. Some sites post paid links, but at the same time the content is of high quality. So why ban it? Sites live on this money (not BBC, surely). Would be glad to see Bing fully compete with Google.
