How to implement Github CSS files in program

Hello all, I need to get the normalize.css file from github so I can use it in my program. I've been trying for a while now but I am not able to use the file in my text editor. Here's what I tried:

1)Downloaded the file from the Github website
2)Copy-Pasted the normalize.css code into a css file in my text editor
3)Made a reference to the file in my program (<link rel="stylesheet" type="text/css" href="css/normalize.css" media = "screen">)

If anybody can help me, that would be greatly appreciated. Thank you!

You can try Dreamweaver for coding. I think, It will help you to solve your problem. I am using it. It has split section, coding section and design section. It is easy to use then others.

That sounds like it would work but I won't be able to use dreamweaver so let's say I'm using Sublime text, how would I use that normalize.css file from Github in my project?

What's the issue? You can't get a CSS sheet to format the style of your HTML?
