Attach an infrared receiver at usb port and control it

I am using a infrared motion sensor at my door. whenever some motion is detected, i want it to send a signal to a receiver attached to the usb port of my laptop so that i can have a report about how many number of people came in and out of my room. what logic, programming language should i use to interact with my usb port easily?

You would need something to interpret the signal first, right? Aurduino, fez panda, beagle, etc.
