A Universal Relation is the relation of all ordered pairs in A x A, where A is the original set. So there n2 possible elements in the relation.

Consider A = {1, 2, 3}.

Just list all combinations of ordered pairs with elements from A.

In the future, don't forget to do a little research into these things so you can flush out your questions a little more. That way, you can hopefully either answer your own questions or get more detailed responses.
