hard drive order by speed?

Hello,
I am wondering if hard drives should be ordered by speed?
I have a fast and a slow hard drive. slow is for backup.
When attached one gets labeled hd0 and the other hd1
I doubt this makes a speed difference to the system but does windows prefer to have the faster hard drive as hd0?

Also any input on ntfs or exfat for backup internal drive drive.

Yes, you would prefer to have your faster drive to be your boot drive.

As for format - NTFS.

I run my OS from an SSD. Boot times are never higher than 40 seconds. Flash drives and SD cards have relatively high load rates too.

If you are only using the backup drive on windows, then using NTFS. Othwerwise, use exFat since it's more widely supported.
