What is standard size for Responsive web ?

I'm new to responsive web.
I see some people base on some screen width to change thier css properties ( to make mobie/tablet template ).
It may be max-width: 480,768.v.v.

So what is standard size for all device ( desktop,smartphone, tablet )?

Just change the width depending on the device. At least, that's what I do :)
