Please use a sensible, meaningful, title - "Question" is not helpful at all.

Your question is too vague. Please state your question more clearly. What is it, specifically, that you want to happen?

However, you also need to show your attempt - to show some code.

I don't understand your question either, but in till you clarify a bit more. In css there a Pseudo Class for hover.
Example
HTML
<!DOCTYPE html>
<html>
    <head>
        <link type="text/css" rel="stylesheet" href="main.css"/>
        <title>Website</title>
    </head>
    <body>
        <a href="http://imgur.com/ulNFmrL"><p>Link</p></a> <!-- Leads to a Random Picture -->
    </body>
</html>

CSS
a:hover {
    font-weight: bold; /* Changes the Link to Bold when hovered over */
    color: #F00; /* Changes the Link Text Red when hovered over */
}

Clarify your question and your question can be helped more directly.

DblAAssassin
You have misspelt stylesheet, it is font-weight, not text-weight, and your colour-number should start with a hash-sign #.
