Is it appropriate to consider somebody a "contact" in your net

Suppose you made a contact within the industry, and you have not yet met the person or have worked with the person. Is it appropriate to consider that person a contact in your network if a good amount of communication was done via email? Discuss, in this day and age.

It depends on a multitude of factors.. the easiest solution is to ask them. "Can I use you as a contact in this industry?".
