I believe that the implication is that this new brain will have a burning passion to learn and be used so the brain will use itself unlike 99% of the existing population's brains.

OR

It is a brain that has a burning passion to take orders from people who can give commands so the intelligent simply rule the stupid. Sorta like district 9.

Computers are enough of a nuisance to deal with. I don't really want to spend my time programming stupid people as well as stupid machines.

I think most people's brains are just fine - it's just that they've been mishandled. With proper care and feeding, the human brain generally does have a a burning passion to learn and be used. This is why it's so sad to see the mindless droids wandering the streets glued to their entertain-o-trons.

I've always, always, always wished there was a magic food generating machine.
