How would I go about creating a design like this?

Hi everyone!

I am not new to the world of web development, but am not at the top of my game when it comes to web design.

Lately, I have been seeing website like this popup: http://www.android.com/kitkat/. It's quite the web trend and I believe it looks incredible when implemented correctly. I like the style where it is the full width of the screen and has distinct cutoffs to tell when the next section of the website is beginning. So my question is: How would I go about making a web design like that? Is there a particular CSS stylesheet people have been using or is it Javascript? Does anyone know of a tutorial?

That seems like pretty straight forward anchor tabs and CSS layouts. I mean if it was parallax scrolling I would be more impressed, but honestly it is a series of large div tags (colored differently to appear like different pages), a floating bar on the left, and a series of anchor tags the page scrolls to.

So yea.. a bit of javascript, css, and anchor tags.
