How to send and receive photos through HTTP

I'm looking to host a file server on my server where I can send photos from my mobile app. The file location will be stored in my DB.

What I'm looking for is a best practice technique to send and receive files through HTTP. It must be Windows, ideally open source, easily configurable and can be accessed from C#.

What web server/service should I use?

Any help would be much appreciated.

You would send the photos as you would send any other file to a HTTP server. I'm not seeing what makes the problem unique unless:
- you know it will always be photos ONLY; and
- you are trying to save on bandwidth/storage space; and
- you don't mind lossy compression; and
- you can install appropriate software on the sending devices.
