How do I create 32 bit Applications in VB.Net

My current method of creating 32 bit apps is to do the following:
Create a single form application in Visual Basic 6.
Load the VB6 app in to VB.Net 2008 and use the converter to upgrade to vb.net.
Then Upgrade again to VB.Net 2010 or 2013.
My question is obviously: can I create an application in vb.net in 32 bit rather than 64 bit right from the get go.

In the project's properties (Build) you can target x86 or x64 (or both), as well as targeting specific .NET frameworks. Edited: This is the location in VS Express.

Go to Project, Compile, Advanced compile options, Target CPU and pick x86.
