Best place in Europe

I would like to hear your opinion where is the best place to study programming and IT in Europe? I'm thinking about studies in Lithuania(where I live), but the problem is that we do not have so much good universities, especially for computer scientists, and I do not actually want to be plain programmer. Of course, I know that it doesn't matter where i study, I need to work on that to be better, but I think school also means a lot.

Sorry, I forget to mention that I do not have that much money to study in universities like this one. I can spend ~1000 euro/year something like that.

Okay... well.. so.. yeah.. you'll need to do some research. You know how much you can afford.. how far you can travel.. etc. I would start with searching "best university computer science <X>" where X is a country you are willing/able to navigate to. From there you can narrow down pricing, admissions, etc.

Well, I heard that Germany has free education ? I might be wrong though.
Did you consider Germany ?
