Interactive/Responsive Logo Animation

We were just given an assignment to build a responsive infographic using HTML and CSS. The prof. gave us free reign on what the topic could be, so I decided to make one covering some of the urban myths and random facts about the Illuminati. I had an idea to have a minimalist 'all-seeing eye' logo at the bottom of the page, and thought it might be cool to make it interactive so that the eye follows the user's mouse all over the page. Does anyone know if this could be done using HTML and/or CSS, and if so where I can go to research something like that?
