Photoshop seems to be a popular one.. as does Illustrator for more sharp edged graphics.

Photoshop is the most general-purpose and thus the most used but a graphic designer can use any technique/software of his choice to create visual materials. I sometimes use Blender to create still images or interactive WebGL 3D objects. It depends on your abilities and on your projects.

Photoshop

When you create new document, it has web preset.
You can easily save your image for web and get good quality in reasonable file size.
It has ruler and grid function to help you design your site more accurate.
When you create a button using layer blending option you can save the preset and reuse very easy.
It has slice tool. You can cut your design into pieces so you don't have to design one object at a time.
It has info windows, tells you size of the selecting object in pixel, inch, cm, etc.
for example: If you create a button in 1 layer you can easily ctrl+left-click that layer to see the actual size of that button.
You can easily set your selection tool as fixed size for an accurate measurement.
for example: If you try to create a 300*100 picture layout, you can easily use selection tool and in the tool property set to fixed size width = 300, height = 100.
Auto snap to grid & edge, let you slice or crop your design accurately.
It shows color code that you can copy and use in your html or css.

These are just some basic PS features. There are a lot more in advance PS, like digital painting, photo-manipulation, retouching and so on. If you design your web in PS, I think it's a good training to become a better graphic designer in the future.

I think Photo shop and Dreamweaver are best to create web design. Now a days both are most use.
