I'm assuming you mean under OS X - in which case, scroll bars are only visible in scrollable controls under certain circumstances:
you have enabled the "Always" setting in System Preferences -> General
if you haven't enabled that, then by scrolling
I don't know if this can be overridden by WebKit, however.

Try WebKit's -webkit-scrollbar pseudo-elements.

.frame::-webkit-scrollbar {
    -webkit-appearance: none;
}

.frame::-webkit-scrollbar:vertical {
    width: 12px;
}

.frame::-webkit-scrollbar:horizontal {
    height: 12px;
}

.frame::-webkit-scrollbar-thumb {
    border-radius: 5px;
    border: 2px solid #fff;
    background-color: rgba(0, 0, 0, .5);
}

.frame::-webkit-scrollbar-track {
    background-color: #fff;
    border-radius: 5px;
}

Upon further investigation of this problem; it appears to be a bug in safari. I have a page on my website that should, for all rights and reasons, be scrollable... Chrome, IE, Firefox all have the scrollbar on the side of the page, but the same page viewed in safari, has no scroll bar and is blocked off. i've added some stuff to the CSS to attempt to fix it, but it just won't work.

Can you show us your code ? It would be a very bad bug.

Make sure your HTML is well-formed. if you have an unclosed tag or whatever, different browsers might handle the error differently and output a different DOM where your CSS won't apply as expected.
