Decision making routine for solo play card game

Greetings I hoping someone can point me in the correct direction of either some reading, or a code example to help me solve a problem.

I am trying to write a program that will attempt to choose the best possible card for you to choose in a game given the currently visible cards.

The card layout is laid out as follows
      X
     X X
    X X X
   X X X X
  X X X X X
 X X X X X X
X X X X X X X



The bottom row is initially visible along with one card from the remaining deck of cards.
Cards in additional rows higher than the bottom row become visible as the 2 cards covering them get removed.
Cards can be removed if it's value is 1 greater than or 1 less then the currently visible card.
When a card is removed it replaces the currently visible card from the deck.

An additional move (usually played when there are no cards that can be removed from the playing field) is to draw a new card from the as yet unrevealed deck.

Play continues until there are no moves left or all cards have been removed from the playing field.

This seems like a straight forward bit of math, comparison, and then operate. What part are you having problems with?

Figuring out how to determin all possible moves in all possible branches so that I can score them accordingly.
