completely new to flash bar some small games and functions made in college which was a few years ago! I'm looking to create a wheel for my website, which will spin on user request after payment (for example $1) , I want the wheel to have one prize available say worth $50, but the wheel only truly become random after the 70-80th spin, then when a winner is chosen by the randomisation a unique code will appear to claim the prize. I'm presuming this would be done by Flash?
Any help would be greatly appreciated!

Flash is one way to do that, although these days using Flash will limit your audience somewhat to mostly desktop or laptop computers. Another way to reach a wider audience is to use HTML 5 with the canvas element for animation. Otherwise, once you've decided on a platform then just break it down into individual pieces. One part is the code to do the rotation and spinning effect. Another part is determining where it stopped. Another is the payment process, etc. Break it down into individual problems that you can solve.
