Is there still need for a paid Apple developers license?

Hey there,

I read that from mid-2015 (and with XCode 7) there is no need to have a paid Apple developers license anymore for publishing iOS apps to your or your friends iphone.

Still I don't get how things should work because I am developing with Xamarin.iOS using Xamarin Studio, not XCode.

Also, I tried to register for an Apple developers account but it charged me for 99$ / year.

Anyone could help me? :)

The last time I checked you still need: a mac to connect to and finalize the compile on, and a dev license to distribute the app.

What do you mean "c++ app"? Do you mean a compiler? An IDE? what?
