how to prevent viber on my network?

Does it possible? I tried to block inbound and outbound ports on firewall and router,

4244
5243
9785
but again, I can use it. Why? How to block this program in my network???

Well apparently if Viber detects those ports are blocked, it will eventually make its way over to ports 80 and 443 which are your standard HTTP and HTTPS ports. So what you might want to try is blocking ports along with the IP addresses. Try blocking the IP range (and its ports)...

54.225.0.0 to 54.241.255.255 for ports 5242, 4244, 5243, 9785, 80 and 443.

But note here that we are only blocking these ports for that IP RANGE... not any of your network IPS.

See if that works. :)

Does this ok? And than I will do for all other ports. I just not sure what means priority in this settings, i put 1, cause i must put integer value.

Your firewall should give you the capability of not only closing down the ports(which sometimes is not the best thing to do) but to block certain applications that use that port. Check your firewall and determine what application is giving you problems and block it.
