Reading UML diagrams

I have this image (below or above), its 2 tables, Customer and Card_Info, would I be correct in reading the diagram like so,

1. Customer may have 0 or many cards linked
2. Cards must be handled by only 1 person?

Is that an Entity Relationship Diagram as in Entity Relationship Diagrams: Symbols & Meaning?
