Plenty of options for 'text to wav'..

Example:
Google can do that with words..
There are text to speech bits for .NET apps..
Bing has an API..

C#
https://stackoverflo...to-speech-sound

Java
http://www.java-samp...tutorialid=1202

and because of the inherent speech api built into windows

C++ is the easiest

#include <stdafx.h>
#include <sapi.h>

int main(int argc, char* argv[])
{
    ISpVoice * pVoice = NULL;

    if (FAILED(::CoInitialize(NULL)))
        return FALSE;

    HRESULT hr = CoCreateInstance(CLSID_SpVoice, NULL, CLSCTX_ALL, IID_ISpVoice, (void **)&pVoice;);
    if( SUCCEEDED( hr ) )
    {
        hr = pVoice->Speak(L"Hello world", 0, NULL);
        pVoice->Release();
        pVoice = NULL;
    }

    ::CoUninitialize();
    return TRUE;
}
