how to define value numbers? and properties?

Hello
please,
1- I want to know how to define value numbers in css like the value number of margin, padding, width, top ....etc?
2- how can I know which exact properties are suitable for the selector? like why I use padding instead of margin in this selector? why I use right instead of left?

1 - you write it down

2 - you look it up. e.g. https://developer.mozilla.org/

this is called "design". and for that you'd need to know what margin and padding is.

1- I mean in exact case how can I know the value number of right is 5px; or 80% for example and not 1 px; or 30%?
2- I already know what width,height, right and left is but I don not know why the example on exact tutorial used width only or height only or used both with specific tag or selector?
also why on the tutorial why it used top and right not used margin and width?
I mean how can I make the sense?

3- so developer must learn design also. as I want to be only developer not designer. what can design add to me?

experience. you can't be a perfect designer without that. and for all of us that are not perfect - try it out, learn, get more experience.

then either don't do front-end development or hire someone to do the designing for you.

but without knowing how to design web pages (even at a basic level) you can't create them, simple as that.
