converting text to audio

Sir/MAdam.

I want to convert text in english to regional language in audio. How do i start and what are the languages i ve to learn to use it?

I think what you are looking for is a Text to Speech converter. I believe ultimateq made a pretty good tutorial on this, you can view it here.
